Lower Wash Arm Possibly Not Getting Water

Apologies first for any comments that seem ignorant to how dishwashers work.
My wife and I just bought a new house and we have a Frigidaire dishwasher. The top wash arm seems to clean relatively well, but the bottom is a completely different story. It almost seems like it doesn't spray any water. If we don't put in a dish completely rinsed off, the dishwasher won't clean it. The dishes that are placed in front of the detergent dispenser also come out with large amounts of detergent that hasn't been rinsed off. I've taken out the bottom components down to the stem and nothing "looks" bad, of course that's relative because I don't know what I'm looking at.
As a possible note worth mentioning, before we moved in I have reason to believe my house was hit by a power surge. Our "smart" gas valve on our water heater was out (A.O. Smith said the #1 cause is surges), our puck style lights over the bar with transformers were all blown, a large number of light bulbs were burnt out, and we had to buy a new fridge because the old one was gone.
So, all those other electrical things have been fixed and now we still don't have a dishwasher that's effective.
So, is there a way to test electrical components in the dishwasher? Other things I should troubleshoot first?
