Here are your parts
Parts for GE HDA3400G02BB Dishwasher - AppliancePartsPros.com Remove the kick plate and look at the wash drain solenoid on the left front of the pump. Check that the springs are pulling the solenoid plunger all the way back up. This is the wash position. Down is the drain position. So if it does not go all the way out some water can leak past the flapper valve and out the drain.

The drain solenoid will not release once it engages- it checks out fine- what stops the current to it . The timer or in line switch
The timer. The way it is suppose to work is that at the start of a drain cycle the solenoid is powered on for a couple seconds. The solenoid piston is pulled down, the flapper moves to the drain position and the water pressure holds it there until the unit is empty. The springs then pull the piston/flapper back to the wash position (up). Sometimes the timer can power the solenoid for too long. It then overheats and melts the plastic in the solenoid causing binding etc. So usually when you find a melted solenoid it is a good idea to also replace the timer.
