GE dishwasher no water circulating arms

My GE dishwasher is not getting water into the circulating/spray arms.
We have checked the flood-float switch, checked the solenoid for the water inlet, cleaned the water inlet screen - all of these are working properly. Water does drain from the unit.
This is the sequence of the 'rinse' cycle. Water enters the unit - it fills for 60 seconds and just enters float depression area, not deep enough to activate that switch, and stops. Then a quiet 'hum' starts and continues for 3 minutes. When we open the DW door at that time, it is obvious that no activity has occurred with the circulating arms. Then the drain pump comes on, runs for 1 min 15 secs, and turns off. At that time the water turns back on, runs for 65 seconds and turns off. The quiet 'hum' starts and continues for 3 minutes, and again, no activity. Then the drain pump starts, runs for 1 min 45 seconds, stops and the cycle is over. It smells hot during the final drain pump cycle. Also, the water pump field magnets get very hot, too hot to hold your hand on.
The fine filter and coarse filter appear to be clean, although I have not removed the coarse filter to thoroughly check it.
