i have checked the check value its working took bottom spray arm out it is getting water there and motor is turning but spray arms are not turning

Check the water level inside the dishwasher.

Remove the volute cover (#10 at the diagram) and check the impeller.

i can take and add cup of water and it will turn the top spray arm but the bottom will still not turn or spray water

The system is designed to operate only one spray arm at a time. During the first wash and first and second rinses, only the lower spray arm operates. In the second wash, third and fourth rinses the spray arms alternate about every 90 seconds.
