Water heater will not come on

Model Number: EIDW6105GS1A Brand: Electrolux Age: 1 - 5 years

The water heater does not come on. I have checked the in-line heater and it does work. I visually inspected the ECB (front & back) and the relays do not show evidence of going bad. I cannot figure out where the thermal sensor is to test it for continuity. I checked the voltage at the water heater leads where they plug into the heater and it is only showing about 4.5-5 volts. I suspect the thermal sensor but can't find it to test. Any help is appreciated.
