GE QuietPower II Middle Spray Arm Barely Moving/Not Moving

I noticed that my soap dispenser still had soap in it and my dishes, particularly the glasses, had a film or were still dirty. Reading several posts, I decided I would begin by replacing the fill valve, and when I tested the machine I still had the same problem. I tried to open the door several times during operation to check for water, water pressure and if the spray arms were moving. I noticed that the upper and lower were spinning fine but the middle arm seemed to be barely spinning or else didn't spin at all but did have some water flow although it didn't seem to have much pressure behind it. I removed the middle spray arm and checked for any debris or obstructions and nothing was noticed. When I ran water through the spray arm water flowed through all of the holes. I had also previously replaced the o-ring (it was missing) at the back of the dishwasher where the middle spray arm connects to the water feed line, however, I did not replace it with a factory part. I just went to the hardware store and purchased an o-ring that seemed to fit. I don't recall specifically but believe it was a 3/8" o-ring. Can anyone provide any additional suggestions....is my middle spray arm bad, is the o-ring a bad fit resulting in a loss of pressure? Any help or suggestions would be greatly appreciated.
