lower spray arm not moving

When I turn on the dish washer, everything sounds normal, but the lower dishes is not clean, the bottom spray arm is not moving. The tub fill, drain , heating coil and float are all OK. I clean the filter and the spray arm too. What is wrong? Is the PUMP fail?
