GE dishwasher won't drain completely

I have a GE dishwasher, model # GSD57OR-35BA. The water is not draining completely. The water sitting in the bottom of the dishwasher is gross and there is a moldy buildup attached to the bottom of the dishwasher. I have removed the screws, the cover, and the piece under the cover--plus about 3 pints of water. I am cleaning the cover and the piece under it in bleach water. What should I do next?

Also, is there a manual available online for this dishwasher model?
