I am ready to buy a new lower rack for this dishwasher, but do not know how to re-use the rollers on the present rack, which are OK. How can I remove them and re-install them on the new rack, or must I Purchase new rollers?

The wheels snap onto axles (AP3042879) that snap onto the wash rack, and are generally meant to go on, but not come off. They can become brittle with age and don't always want to come off very easily so you may want to have a few handy just in case. The wheels are a bit sturdier so I wouldn't expect the same trouble.
