You're sure you have plenty of water going to the dishwasher fill valve ??

Check the water float device in the right front corner of the tub

Part number: AP4510688

Make sure it moves freely in both up and down directions, and you should hear a "click" noise as well(move it several times).

You will need to consider a new fill valve,

If the float checks OK. It could have an internal clog or not opening properly and allowing enough water into the tub.
