Dishes on top rack not getting clean. After much reading on various websites and troubleshooting, it seems that the upper spray arm does not turn as the manual states it should. The manual says the arm should alternate in 90 second intervals with the lower arm beginning with the third water fill. This definitely is not happening.

The arm appears to turn once or twice during the entire cycle. You can hear it when it switches and if I open the door, it has moved. I have pulled the machine out and watched the water come up the tube on the side of the machine but it does not seem to have the pressure to make it all the way over, except for the one or two times during the entire cycle. Since it does work sometimes, I am not clear on if this is a pump issue as I have read in other posts, some kind of timer issue, or something else I have not thought of yet. If the pump were the issue, I would assume that the arm would never work.
I have checked the water inlet valve and float switch.
