I have a whirlpool quiet partner iii which appears to be brain dead,
it does not respond to the diag sequence on the keypad

is it safe to say that the control board is dead or
should I still go ahead and check other electricals ?

If the keypad doesn't respond it could be the keypad or the control board. They are separate parts on most models. Post your model number for the best info.

the control board was changed and it works again

any idea what causes a control board to go bad ?
could it be voltage spike ?

Voltage spikes are a common issue with any control boards.
