The cup dispenser will not open, purchased a new control board, still does not open. Wax motor seems to work. The latch that opens the cup dispenser works. Need help. Thanks

The first thing I would do is check if the lower dishrack is in the right position. If it was turned 180° around then it could obstruct the soap cup lid. If there is nothing wrong then check if the console is not playing on the right side. If it does, then the wax motor for the dispenser (#17 on the break down diagram) is not engaged properly, causing the lid not to open.
