Top sprayer won't turn

The top sprayer/wand will not turn. Water is flowing through it, but appears not to be turning. I have cleaned all the port/nozzles on the top and lower sprayers with a pipe cleaner. The lower sprayer appears to be operating normally. Any ideas? Thanks.
