I have a GE dishwasher that has almost no water coming in - just a little trickle out of the arms. Is there a screen in the water valve that can be cleaned?

Yes on the input side of the valve.
Do not permanently remove it as it is there to keep crud out of the valve which could hold it open and cause a flood.

OK - checked it out and it's clean. Does anyone have the specs for the water valve electronics?

Check that the valve is getting 120 volts when it is supposed to.
If OK
Check that the plumbing path from the valve to the machine tub is clear.
If OK
Odds are good that replacing the valve will solve your perblem.

Also would not hurt to check that there is good water flow to the machine.
Most dishwasher hookups have a shuy off valve in the water line check that someone has not turned it partially off by mistake.

Thanks for the help - I replaced the valve (it was getting 120 volts and not working), and it fixed the problem.

You are welcome

And thanks for getting back to us. Now when others search for a similar problem they will see what actually worked instead of just suggestions about what could be the cause.
