GE not draining properly

I have a GE dishwasher (gsd4940c02ss) that is not draining properly.
At the end of the wash cycle, the drain pump only runs the last ten seconds of the two minute drain cycle. Only draining a portion of the water in the tub.

I have replaced the drain pump, the sequence switch as well as the control assembly.
It appears to be a timing issue. How do I get the drain pump to run for the entire drain cycle?
