When I trick dishwasher into turning on with the door open (no dishes), the lower arms rotate slow, about 4 seconds for a quarter turn (12 o'clock to 3 o'clock). the upper arms run about 1/2 that speed.

I see lots of water shooting up from the lower arms (my face gets wet), the upper arms basically dribble out the water as it turns really slow.

Regardless of where I put my glasses (top or bottom shelf), after the complete cycle, including drying, my glasses have a white film on them. VERY difficult to rinse off.

I've dismantled the bottom peices all the way down to the impeller and no apparent clogs.

During the drain cycle, I can look into my sink and see a good steady flow of water shooting into the sink.

The washer is about 10 yrs old and ran MAYBE twice a month. LOW usage.
