I am a mechanic by trade, never had to repair a washer but as long as I know how it works, I can troubleshoot the problem more effectively. Yes, the water does shut off with the power off. As I turn the power on and off, the water flows accordingly, hot and cold. I hav'nt opened it up yet, just wanted some more info so as not to waste time.
