Could be the valve or any of the connections in between. Highly doubt it's the coils if the smell is always present personally i've never seen a bad coil give a smell if the unit is completely off it's usually the valve or the supply hose or wall valve but anythings possible. Call your local gas provider and have them check to make sure you don't have a main gas leak then once they confirm it then isolate the unit and check all connections with soap water or windex.
