Start windings (black to yellow) 5 ohms - GOOD
High Speed windings (blue to white) 1.6 ohms - GOOD
Low Speed windings (white to white/violet) 0.3 ohms - PROBLEM

Does that fit the symptom of no drain?
Is it worth fixing?
