Hello. The unit may be in the defrost cycle. Try turning the timer and see if the unit then tries to start. If so, you will need to do the above test and determine if the compressor is bad or the start relay.

While waiting for an answer I went ahead and replaced both the start device and the run capacitor and still the unit would not start, I was ready to decide it was a bad compressor when I remembered posting here, so I came back and found your reply to my posting and yes when I turned the defrost timer the unit started right up! Thank you again, you were a great help.
