Default Electric Double Wall Oven Warm, not Hot
Model Number: rb1300pxk   Brand: Whirlpool   Age: More than 10 years   

On Thursday, the top oven was working fine, next day it wasn't. (Bottom oven hasn't worked in years, elements removed) The oven light comes on and the clock works. The indicator light by the temp setting knob does NOT come on.
When it stopped working, the elements get warm to the touch, but never get hot.
I'm guessing it's a voltage problem, that it's only receiving one 120v leg of the 240v. I changed out the circuit breaker with an identical 240v 60A breaker, but the problem remains the same. I'd rather not have to pull the oven out of the wall just to check voltage at the oven. Can I check voltage where the elements plug in? Should it be 240v there? What else can I easily check?
I'm going to have to purchase a voltmeter to test with, any suggestions? "Every task is an excuse to purchase a new tool"
Any other thoughts that I'm over looking?
