Well, sounds like you're talking about the garbage disposer. Try this:

1. Make sure the disposer power cord is plugged in and the wall socket has power with the switch on (try plugging something else in the socket to test or use a voltmeter).
2. Press the red reset button at the bottom of the disposer and try it again.
3. If the disposer is jammed, read this post on how to release it.

Here is a sample Use and Care manual for a Whirlpool garbage disposer. It will tell you how to use the disposer, what you can put in it, etc.
