Question is: why is the contact switch no being tripped? Is it the capacitor or the circuit board?

The low voltage circuit energizes(closes) the contactor.
This is done when the thermostat calls for cooling the coil of the contactor is what causes it to close.
Possibleities are bad thermostat or bad step-down transformer.(220v-24v)
