First, I would make sure this dryer is getting 220 volts. Check the circuit breaker, check the wall socket, check the terminal block inside the dryer. Then, I'd check the heating element, thermistor and thermal fuse for continuity with an ohmmeter. Do not assume the heating element is bad just because it's not turning on.
